President Ruto nominates eight to fill upcoming vacancies at PSC

President William Ruto has nominated eight new members to fill upcoming vacancies at the Public Service Commission (PSC).
In a memo issued on Friday by Chief of Staff Felix Koskei, the nominations are to ensure a smooth transition within the commission.

"His Excellency the President has today exercised his constitutional prerogative by nominating individuals to serve in the ranks of the membership of the commission," Koskei said.
According to Koskei, the nominations aim to address anticipated vacancies in the positions of PSC vice-chairperson and six commission members, set to arise in January 2025, with an additional vacancy expected in April 2025.
The nominees include Mary Wanjira Kimonye, who has been nominated for the position of vice-chairperson.
The list of candidates for membership positions comprises Harun Maalim Hassan, Mwanamaka Amani Mabruki and Boya Molu who is a former IEBC commissioner.
Others are Irene Cherotich Asienga, Francis Otieno Owino, Joan Andisi Machayo, and Francis Meja (former NTSA boss).
The names have been formally submitted to Parliament for review and potential confirmation.
If approved, they will join PSC Chairperson Anthony Muchiri at the commission.
Article 234 of the Constitution outlines the functions and powers of the PSC.
The commission is responsible for establishing and abolishing offices in the public service, as well as appointing and confirming persons to hold or act in those offices.
Also, the PSC has the authority to "exercise disciplinary control over and remove persons holding or acting in those offices".
It plays a key role in promoting the values and principles set out in Articles 10 and 232 across the public service.
Furthermore, the PSC investigates, monitors, and evaluates the organisation, administration, and personnel practices in the public service, ensuring that the service is "efficient and effective".
Another important duty of the PSC is the development of human resources in the public service. It also reviews and makes recommendations regarding conditions of service, the code of conduct, and qualifications for public service officers.
The commission evaluates and reports to the President and Parliament on how well these values and principles are being followed in the public service.
The PSC also hears and determines appeals related to the public service in county governments, and it performs other functions as assigned by national legislation.
