CS Miano ordered to appear before Senate on August 4 after missing Bomas project hearing

However, in a letter dated July 17, 2026, addressed to the committee through the Clerk of the Senate, the Cabinet Secretary said the issues raised in the committee's letter of April 16 had been comprehensively addressed in the ministry's response dated April 28. She also requested that the meeting be rescheduled.

The request was rejected, with senators insisting it was Parliament's responsibility, not the Cabinet Secretary's, to determine whether the information submitted was sufficient.

"It is not the duty of a witness to decide whether the information presented is adequate or not, because that's what the CS is trying to imply, that she has provided enough information, and so we should not call her. That is inconsistent with Article 125, Parliamentary Powers and Privileges, and Cabinet Secretaries must know that they serve the people," Homa Bay Senator Moses Kajwang' said.

Committee chairperson and Migori Senator Eddy Oketch said Miano would now be required to appear before the committee through a formal summons rather than the usual invitation.

"I think that the only way we can have a good conversation is if we issue summons. Then she will understand the weight of this matter before the Committee and the concerns that we intend to address," Oketch said.

The legislators also expressed disappointment that the Cabinet Secretary had failed to appear despite what they described as the committee's earlier accommodation. During a June 18 meeting, they allowed her to leave before proceedings ended after she cited other official engagements and agreed to return with more comprehensive responses.

Kitui Senator Enoch Wambua supported the move, saying the committee had extended courtesy to the Cabinet Secretary but that the gesture had not been reciprocated.

"The CS should be summoned and come and face us because she is abusing Parliamentary courtesy," Wambua said.

The committee maintains that Miano must appear on August 4 to respond to outstanding concerns surrounding the BICC redevelopment project.
