In another key appointment, President Ruto nominated Dr Duncan Ojwang Oburu as chairperson of the Independent Policing Oversight Authority (IPOA).

President William Ruto has appointed former National Police Service (NPS) spokesperson Charles Owino as Government Spokesperson, replacing Isaac Mwaura, who has been moved to head the Office of Diversity, Inclusion and Disability Rights at the Executive Office of the President.
The changes were announced by Chief of Staff Felix Koskei on Tuesday, who also confirmed nominations to constitutional commissions, statutory bodies and an intergovernmental relations body to fill vacancies that arose earlier in the year.
Owino had been serving as acting Head of Government Communications at the Ministry of Information, Communications and the Digital Economy before his redeployment to the Executive Office of the President. Mwaura has been redesignated to lead the Disability Office, where he will oversee government efforts on issues affecting persons with disabilities and other marginalised groups.

“The Public Service Commission has sanctioned the following promotions and redeployments within the senior ranks of the Executive,” the Executive Order reads.
In another key appointment, President Ruto nominated Dr Duncan Ojwang Oburu as chairperson of the Independent Policing Oversight Authority (IPOA), which is mandated to provide civilian oversight over the NPS and investigate complaints against police officers.
Ruto also nominated two members to the Teachers Service Commission (TSC), naming former Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion and Antonina Lentoijoni for appointment. Flora Mutua was nominated as a member of the Public Service Commission (PSC), which oversees human resource management in the public service. The four appointments are, however, subject to consideration and approval by Parliament.

Similarly, Ruto nominated members to the Intergovernmental Relations Technical Committee (IGRTC), a body responsible for coordinating relations between the national and county governments. The nominees are Wilson Kuria Thuita (Murang’a), Silvya Apaa (Busia), Ahmed Kanyara Bishar (Wajir), Pascalyne Ntang’enoi Kimiriri (Laikipia), Ken Riaga (Migori), Evalyn Chepkirui Aruasa (Nakuru) and Mary Nanjala Kilobi (Nairobi).
“The appointments are subject to ratification by the National and County Government Co-ordinating Summit in accordance with the Intergovernmental Relations Act,” the Executive Order said.
