TSC directs directors to nominate supervisors, invigilators for national exams

All Sub-county Directors of Education have been directed to begin the process of vetting and nominating centre managers, supervisors, and invigilators ahead of the national examinations, scheduled to start in October this year.
In a circular dated August 30, 2024, the Teachers Service Commission (TSC) Chief Executive Officer Nancy Macharia, instructed Sub-county Directors of Education to adhere to the directive and ensure that all details regarding the nominated personnel are uploaded to the Kenya National Examination Council (KNEC) portal by October 11, 2024.

“This is to request you to identify, vet, and nominate the centre managers, supervisors, and invigilators to be engaged in the administration of these examinations and assessments, and deploy them into the CP2 system by October 11, 2024, through the link/URL: http://cp2.knec.ac.ke," Macharia said.
She reiterated that all the selected personnel should be carefully vetted and nominated according to strict guidelines.
“In preparation for the administration of these examinations and assessments, KNEC will require the details of all the centre managers, supervisors, and invigilators who will be engaged in the activity,” Macharia said.
She noted that all the selected individuals must be qualified teachers who are employed and registered with the TSC.
Macharia also directed that supervisors and invigilators should not have any personal interest in the examination centres they are assigned to.
“Centre managers will be required to verify supervisors and invigilators posted in their centres by confirming their details and workstation. They will be required to take attendance on a daily basis. Teachers in schools with learners of the Stage-Based Pathway will invigilate their learners. For every 10 learners, there should be one invigilator. These invigilators will be required to sign the declaration form like other centres. No supervisor or Centre Manager will be deployed for KILEA Centres,” Macharia said.
According to the instructions from the Commission, one supervisor should be deployed for every two hundred candidates. Additionally, no supervisor should be deployed for hosted centres.
A hosted centre refers to an examination centre that hosts students from other schools that do not have their examination facilities. For these centres, they must have their centre managers, who will be responsible for collecting and returning examination materials.
She further noted that for every twenty candidates, only one invigilator should be deployed.
“You are required to deploy invigilators to hosted centres based on the number of candidates in the examination/assessments centre,” she said.
Additionally, Macharia mentioned that supervisors and invigilators should not be deployed to centres where they have served for the past two consecutive years, with the CP2 system designed to prevent the selection and deployment of such teachers.
“Only supervisors and invigilators who have registered in the CP2 system will be deployed to manage the 2024 national examinations and assessments, hence have their claims processed. Supervisors and invigilators for KCSE examinations must be secondary school teachers,” Macharia said.
Further, the Commission said KCSE supervisors will be rotated weekly.
“The outgoing supervisor must prepare brief handing over notes for the incoming supervisor. Sub-counties that have a challenge with recruitment should write to [email protected], indicating the reason, and assistance will be provided,” Macharia said.
The KCSE exams are set to begin on October 22 and will run until November 22, 2024.
Meanwhile, the Kenya Primary School Education Assessment (KPSEA) will commence on October 28 and conclude on November 20, 2024. The Kenya Intermediate Level Education Assessment (KILEA) exams are scheduled between October 28 and October 31, 2024.
