Sakaja suspends Chief Officer Patrick Analo amid Sh65.3 million corruption probe

Nairobi Governor Johnson Sakaja has suspended the county’s Urban Development and Planning Chief Officer, Patrick Analo, to allow for investigations after the Ethics and Anti-Corruption Commission (EACC) recovered over Sh65 million from his home on Thursday.
The sting operation at Analo’s home in Syokimau, Machakos County, led to the recovery of Sh51.3 million and $113,000 (about Sh14 million), bringing the total to approximately Sh65.3 million.
According to detectives, the assets are disproportionate to Analo’s known legitimate sources of income, raising suspicions of abuse of office, conflict of interest, bribery and possession of unexplained wealth.
Analo was subsequently placed under arrest and remains in custody.
In a statement on Friday, Sakaja, while acknowledging the gravity of the allegations, announced that Analo would be placed on compulsory leave pending investigations.

According to Sakaja, Analo will be replaced by Nairobi County Director of Development Management Dominic Mutegi, who will serve in an acting capacity.
“County Chief Officer Urban Planning Patrick Akivaga Analo is immediately suspended pending conclusion of the investigation. The officer will not be allowed to access his office or any official documents or systems during this period,” said Sakaja.
“Dominic Mutegi, the Director of Development Management, shall act in this capacity effective immediately.”
Further, Sakaja directed that the Urban Planning Technical Committee, which handles all development approvals in the county, be reconstituted immediately.
According to the governor, Nairobi has written to relevant agencies and professional bodies, including the Architectural Association, among others, to nominate members to the committee.
We have further proposed that the EACC provide a liaison officer who will assist in dealing with both the committee and the members of the public on matters of Urban Planning and Development Control,” he said.
Sakaja likewise ordered that all processing of development approvals in Nairobi be suspended until the committee is fully reconstituted.
“All urgent cases will be handled by the County Executive Committee Member of Built Environment and Urban Planning, Patrick Mbogo, in accordance with the Physical and Land Use Planning Act (No. 13 of 2019),” he said.
“Ibrahim Auma Nyangoya shall act in the capacity of County Executive Committee Member for Finance and Economic Planning effective immediately.”
