The government has opened its draft Artificial Intelligence (AI) and Other Emerging Technologies Policy for public participation, inviting citizens, researchers, technology firms, startups, academia, civil society and other stakeholders to help shape the country's AI future.
The public consultation, announced this week by the State Department for ICT and the Digital Economy, marks another milestone in implementing Kenya's National Artificial Intelligence Strategy 2025–2030 as the country moves to establish a comprehensive framework for the responsible development, deployment and governance of artificial intelligence.
Speaking during the launch of the public participation exercise, ICT and Digital Economy Principal Secretary Eng John Tanui said the contributions received from Kenyans will play a critical role in developing a trusted and inclusive AI ecosystem.
"Artificial Intelligence will shape the next era of economic growth, public service delivery and global competitiveness. The question is not whether Kenya should embrace AI; it is how we govern it responsibly while unlocking its full potential," Tanui said.
He added that stakeholder contributions will help build an innovation-driven AI ecosystem that advances Kenya's digital transformation while protecting public interests, urging all interested parties to submit their comments before August 4, 2026.
The draft policy seeks to create a national framework for the governance, development and adoption of AI and other emerging technologies across sectors such as healthcare, agriculture, education, manufacturing, financial services and public administration.
According to the ministry, the proposed framework focuses on promoting innovation while strengthening data governance, digital infrastructure, cybersecurity, ethical AI, privacy, skills development, inclusion and accountability.
It also aims to position Kenya as a regional leader in artificial intelligence by encouraging home-grown innovation and responsible AI adoption.
How to submit proposals
The Ministry of Information, Communications and the Digital Economy has encouraged all interested stakeholders to review the draft policy and submit written comments before the consultation closes on Tuesday, August 4, 2026.
Submissions can be made by:
1. Downloading and reviewing the draft AI and Other Emerging Technologies Policy from the ministry's website. Sending comments electronically to
[email protected], copied to
[email protected].
2. Delivering hard-copy submissions addressed to the Chairperson, Committee on AI and Other Emerging Technologies, care of the Principal Secretary, State Department for ICT and the Digital Economy, Telposta Towers, Nairobi.
3. The government says feedback received during the consultation will be incorporated into the final policy before implementation.
The exercise comes as Kenya accelerates efforts to strengthen its AI governance framework amid growing adoption of artificial intelligence across the economy.
The policy is expected to complement ongoing legislative efforts and provide clear guidance on AI innovation, regulation and ethical use as the country positions itself as Africa's "Silicon Savannah".
