The Independent Electoral and Boundaries Commission (IEBC) has officially begun the search for its next Commission Secretary/CEO, opening the recruitment process for a person who will head the Secretariat and oversee the administrative functions of the electoral agency.
The recruitment seeks to fill the position currently held in an acting capacity by Moses Ledama Sunkuli, who took office on February 5, 2026, following the exit of former CEO Marjan Hussein Marjan.
Qualified Kenyans have now been invited to apply for the position, which will play a key role in supporting IEBC in executing its constitutional mandate of conducting and supervising elections, referenda and other electoral processes ahead of the 2027 general elections.
To qualify for the position, the Commission said applicants must be Kenyan citizens, hold a degree from a recognised university and have at least five years’ proven experience at management level.
Candidates must also have relevant experience in areas including electoral matters, management, finance, governance, public administration, law or political science, and must meet the requirements of Chapter Six of the Constitution.
According to IEBC, shortlisted candidates will be required to present original copies of their National Identity Card or Passport, academic and professional certificates and transcripts, any other supporting documents and testimonials.
“They will also be required to provide clearance certificates from the Ethics and Anti-Corruption Commission (EACC), Directorate of Criminal Investigations (DCI), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB) and a registered Credit Reference Bureau,” it said.
The successful candidate will serve as the Chief Executive Officer of the Commission, head the Secretariat, act as the Accounting Officer and serve as the custodian of all Commission records.
The Commission Secretary/CEO will also be responsible for implementing decisions of the Commission, assigning duties and supervising employees, coordinating the execution of the Commission’s mandate, ensuring staff comply with public ethics and values, and carrying out other duties assigned by law and the Commission.
Additionally, IEBC said the office holder will provide leadership to the Secretariat to ensure the Commission achieves high levels of professionalism and ethical standards in its mandate, policies and programmes.
The Secretariat, under the leadership of the CS/CEO, will further handle the Commission’s daily administrative functions, prepare annual plans and estimates, oversee financial and administrative management and implement the Commission’s strategic plan.
The position holder will also be responsible for driving the Commission’s vision and mission, mobilising and managing resources to support its core mandate, ensuring safe custody of Commission documents and performing other duties assigned by law and the Commission.
Interested candidates are required to submit a signed application letter, a detailed curriculum vitae containing names and contacts of three professional referees, certified copies of academic and professional certificates, a copy of the National Identity Card or Passport and copies of statutory clearance certificates.
The position will be held on a four-year contract, with the possibility of renewal for one additional four-year term subject to satisfactory performance.

The Commission warned that canvassing would lead to automatic disqualification and said only shortlisted candidates would be contacted.
