IEBC explains online voter verification outage, assures in-person voter registration continues

The IEBC says a routine ICT system upgrade has temporarily disrupted online voter verification, voter transfers and changes to voter details, while in-person registration services remain available.

The Independent Electoral and Boundaries Commission (IEBC) has announced a temporary disruption to some of its online voter services as it carries out a routine upgrade of its information and communication technology (ICT) systems.
The announcement follows complaints from some voters who reported difficulties accessing the IEBC's voter verification portal. Users said searches using their identification details returned messages indicating that no records had been found.
The disruption has also revived concerns raised by some voters in the past over alleged discrepancies in voter registration details, including cases where individuals found their records linked to constituencies or polling areas different from their original registration locations.
In a public notice issued on Tuesday, the IEBC attributed the temporary disruption to scheduled maintenance of its ICT infrastructure, saying the exercise is intended to improve the efficiency, reliability and resilience of its digital services.
“The Commission wishes to inform stakeholders and members of the public that we are currently undertaking a routine upgrade of our ICT systems to enhance reliability, security and performance of our services,” IEBC said.
According to the commission, the systems upgrade has temporarily affected access to online voter search services and other digital requests, including voter transfers and changes to voter registration details.
“This exercise will temporarily affect public voter search services available through http://verify.iebc.or.ke; voter transfers and change of particulars,” the electoral body said.
However, the IEBC clarified that the ongoing technical works will not affect in-person voter registration services offered at its constituency offices and designated centres.
“The ongoing voter registration at the 290 Constituency offices, Huduma Centres and Customer Experience Centre at Anniversary Towers in Nairobi will continue uninterrupted,” IEBC said.
The commission added that it will continue monitoring the progress of the ICT upgrade and will notify the public once the exercise has been completed.
“The Commission will communicate once the exercise is complete. We thank you for your understanding,” it said.
